Two tools that show up on "budget management" lists did not make the table on purpose. Adtunez ($99 a month on Starter) connects read-only and never edits an account, so it shows where spend goes but cannot stop it. Madgicx sells a Meta ad platform, and we could not find a pacing or pause-at-cap feature documented on its own pages. PPC Samurai's current pricing page blocks automated reads, so we are not quoting a figure we could not check.

What Google Ads already does for free, and where it stops

Before paying for anything, it helps to know exactly what the platform guarantees, because a good part of the category repackages these controls with a nicer dashboard.

  • Daily and monthly limits. Google's help center states a campaign "might spend up to twice your average daily budget" on a given day, and the monthly limit is the daily budget multiplied by 30.4. You are not billed above either limit.
  • Mid-month changes. If you change a daily budget during the month, the rest of the month paces to the new budget times the remaining days. This is where most accidental overruns start: someone raises a budget on the 20th and nobody recalculates the month.
  • Campaign total budgets. A new Search, Shopping, Performance Max, Demand Gen or YouTube campaign can take a fixed total for a 3 to 90 day flight, and you "will never be charged more than your total budget." Existing campaigns cannot switch to it.
  • Shared budgets. One daily budget across several Search, Shopping, Display or Video campaigns, with unused budget flowing to capped campaigns. Performance Max cannot join one.
  • Account budgets. A hard spend cap across an entire account that stops all ads when reached. Only advertisers paying by monthly invoicing can use them.
  • Budget pacing insights and automated rules. Google shows month-to-date and projected spend per campaign, and rules can pause campaigns or change budgets on a condition. The insights recommend; the rules act.

So Google covers one campaign well and one invoiced account reasonably. What it does not give an agency is a single target per client, spread across mixed campaign types, on the client's own budget cycle (a fiscal month, a quarter, a promotion window), with the same view for Microsoft and Meta. The overrun Google's caps allow

Take a client with a $10,000 monthly budget split across four campaigns at $90 a day each. Every campaign is individually within Google's rules. Their combined monthly limit is 4 x $90 x 30.4, which is $10,944, so the account can legally land $944 over the number in the client contract without a single campaign misbehaving. Performance Max cannot sit in a shared budget, so the usual fix of pooling campaigns does not always apply.

That one month on one client costs more than three months of Opteo Professional or Adalysis at the $150,000 tier. Across a book of twenty clients, it only has to happen once a year to pay for the software. That is the honest test for whether to buy: count the overruns and underspends you absorbed or had to explain last year, and put a dollar figure next to them.

All figures are monthly billing; annual billing lowers Adalysis by 15 percent, Optmyzr by 30 percent and Opteo by two months. Two patterns stand out. First, the fee falls as a percentage as budgets grow, so the tools look expensive only at the small end. Second, Opteo's account caps bite before its spend caps for agencies with many small clients: forty accounts at $2,000 each is only $80,000 in spend but already needs the $499 Agency tier, while Adalysis would bill $249.

Pacing keeps the budget honest. It does not make the budget productive. A campaign that spends exactly $10,000 on weak ads and a generic landing page has paced perfectly and still wasted the month.
